The trade, transportation, and irregular use of explosives in Brazil is a significant fact affecting the country’s public security. The control of explosive materials in Brazil faces obstacles regarding tactical operational, legal, and political aspects, as well as human resources. Governmental agencies and private companies lack national policy guidelines for the sector, which would enable the integration and coordination of efforts to prevent and combat the illicit use of explosives. In addition, it is imperative that sectorial measures be implemented in order to ensure local procedures of supervision and control in the field. The integration between state and federal agencies, co-participants in this endeavor, is a crucial need, and also the most vulnerable point in this network.
