Brazilian Foreign Policy and State Intelligence: Challenges for a Critical Research Agenda

Abstract

This article analyzes the relationship between Brazilian foreign policy and Intelligence through the lens of policy integration. It is a conceptual study of an analytical–interpretive nature aimed at organizing analytical categories, identifying institutional dilemmas, and structuring future research. The article argues that the articulation between diplomacy and Intelligence constitutes a strategic challenge for Brazil. The analysis examines the desirability, feasibility, and limits of such integration, highlighting institutional, cultural, and operational constraints. The current stage is characterized as limited, marked by low levels of coordination and weak accountability. Based on this diagnosis, the article proposes a critical and interdisciplinary research agenda, structured around four axes: diagnostic assessment, political dynamics, institutional design, and the impact on the effectiveness of foreign policy.
